Traderline license, please advice, Betfair

for a new betfair account will I be able to use the Traderline license from the old account and link to the new Betfair account without purchasing new one? How does the payment go: based on Betfair account or on personal email address?
I am trying to access their website but it gives me an error.

as I know there is no need to buy a new license regarding the payment need to contact them.
